Romania Government Scholarship 2026 (Fully Funded Study in Europe)

The Romania Government Scholarship 2026 is a fully funded scholarship program offered by the Ministry of Foreign Affairs of Romania for students from non-EU countries. The scholarship supports Bachelor’s, Master’s, and PhD studies at accredited public universities across Romania.

Romania is an EU member state and offers one of the most accessible fully funded study opportunities in Europe, especially for students from developing countries seeking affordable higher education with European recognition.

This scholarship covers tuition fees, provides a monthly stipend, and includes accommodation support.

About the Programme

The scholarship programme is administered by the Romanian Ministry of Foreign Affairs in partnership with the Ministry of Education. It is awarded based on academic merit through a competitive file evaluation process.

Official Programme Information (Word Document):
https://www.mae.ro/sites/default/files/file/2025_files/anexa_1_-_programme_information_.docx

Detailed Programme Page:

  • Bachelor’s Degree (3–6 years depending on field)
  • Master’s Degree (1–2 years)
  • PhD (up to 4 years)

Important: Scholarships are NOT awarded for Medicine, Dental Medicine, or Pharmacy.

Language of Study

  • Bachelor and Master programmes are taught only in Romanian.
  • PhD candidates may study in Romanian or a foreign language approved by the doctoral school.

For students who do not speak Romanian, a preparatory year in the Romanian language is fully funded before beginning their academic programme.

Scholarship Benefits

Selected students receive:

  • Full tuition fee coverage
  • Funding for Romanian language preparatory year (if required)
  • Monthly scholarship allowance
  • Subsidized accommodation in university dormitories
  • Exemption from application and admission fees
  • Local student transport benefits

Students must maintain required academic performance (minimum transferable credits) to continue receiving financial support.

Eligibility Criteria

Applicants must:

  • Be citizens of non-EU countries
  • Submit a complete online application
  • Have a minimum academic average of 7/10 or equivalent “Good”
  • Respect the application submission methodology
  • Meet the official deadline

Applicants who previously received a Romanian state scholarship for the same study cycle are not eligible.

Application Deadline

Applications Open: 16 February 2026
Deadline: 31 March 2026

Late applications are automatically rejected.

Results are expected around mid-July 2026.

  • Degree certificates (translated if required)

  • Birth certificate
  • Passport copy (first three pages)
  • Curriculum Vitae (English, French or Romanian)

  2. Complete the application form
  3. Upload required documents

After Selection

Admitted candidates will receive a “Letter of Acceptance for Studies in Romania.”

  • Apply for a Romanian long-stay study visa
  • Complete university enrollment

Students must confirm acceptance through the online platform within the given timeframe.

Romania Study Visa Process

After receiving the Letter of Acceptance, students must apply for a Long-Stay Visa for Studies (D/SD).

Typical visa requirements include:

  • Letter of Acceptance
  • Valid passport
  • Medical certificate
  • Criminal record certificate
  • Proof of accommodation
  • Visa application form

Students must apply through the Romanian Embassy or Consulate in their country.

Important Note for Students from Developing Countries

Romania offers:

  • Lower living costs compared to Western Europe
  • European Union recognized degrees
  • Legal residence during study period
  • Opportunity to pursue further legal residence options after graduation (subject to Romanian and EU immigration law)

However, students should note that completing studies does not automatically grant EU citizenship. Any long-term residency or citizenship pathway depends strictly on national legislation and legal residence requirements.

Final Summary

The Romania Government Scholarship 2026 provides a fully funded opportunity to study in a European Union country with manageable living expenses and recognized academic standards.

With tuition coverage, monthly stipend, and preparatory language support, this is one of the most accessible European government scholarships available to non-EU students.

Students should carefully review the official programme documents and apply before 31 March 2026.
